I've recently upgraded to Windows 10 from Windows 7. It works well however I think I mistakenly might have deleted Windows Installer. I can't find it, nor can I install any other 3rd party program e.

I've followed your instructions from a similar post. Select Command Prompt Admin. Restart the computer and check for the issue. Windows Resource Protection could not perform the requested operation. Error message " Windows Resource Protection could not perform the requested operation" appears in the event of major system files corruption. I would suggest you to run DISM tool and check with the issue.

If that does not help you may create an installation media for Windows 10 and initiate startup repair.
